Wim Blaasse

Wim has been with the group from the very start. Before helping to establish DIF in 2005, he was a partner at PricewaterhouseCoopers responsible for infrastructure/PPP and energy-related transactions. Before that, Wim was Head of Project Finance at Rabobank International where he was responsible for a global mandate covering all sectors. During a 12-year tenure at Rabobank International he held various roles within corporate finance. Wim holds a Master’s degree in Business Economics from the University of Amsterdam, the Netherlands.

Gijs Voskuyl

Gijs is Deputy CEO and member of the Executive Committee. Since 2023 he is covering a number of CEO-tasks related to managing the broader DIF organization. In addition, he is overseeing the activities in DIF’s traditional infrastructure fund series and is a member of the relevant investment committees. Gijs joined the company in 2008 as a member in the investment team, mostly focusing on concession type investment opportunities in Western Europe. In 2012 he moved to Canada to establish the Toronto office and open up the North American market investing in utility, concession and (sustainable) energy investment opportunities. Since 2018 he is leading DIF’s traditional infrastructure fund series. Previously to DIF, Gijs worked at ING, where he focused on lending to and advising large (transportation) infrastructure clients. Gijs holds a Master’s degree in Economics of Infrastructure from the Technical University of Delft.

Allard Ruijs

Allard is Chief Investment Officer and Member of the Executive Committee. He oversees the investment process from deal origination, deal execution, through value creation until exit. Allard is vice-chairman of the investment committees of all DIF managed funds. He joined DIF in 2007 as a Managing Director in the investment team. From 2012 – 2022, he was Head of Investor Relations & Business Development and in that role he was driving the strategic direction and growth of the firm, while leading the activities of fund raising, investor relations, business development and marketing & communication. Before DIF, Allard was Head of Private Equity, Infrastructure, Commodities and Special Products at MN, one of the largest Dutch asset managers, and he managed a €5 billion portfolio of alternative investments. Prior to MN, Allard was a Senior Advisor in M&A at energy company Essent (now RWE) and before that held positions at private equity firm Residex Capital and PwC covering among others energy, waste, rail, healthcare and telecom investments. Allard holds an Executive Master in Auditing from the University of Groningen and is registered as a Register Accountant (Chartered Accountant) with the Dutch Institute of Chartered Accountants.

Anne Snel-Simmons

Anne joined DIF in 2018 and is CRO of the firm. She is responsible for our risk management, compliance and legal activities. Previously she was Head of Integrated Risk at Rabobank. Anne has also worked at De Nederlandsche Bank as Senior Supervisor and interim Department Head. Before this, she held a variety of roles at ABN AMRO Bank over the course of her 16-year career there. Anne holds a Bachelor of Arts in Financial Administration from Michigan State University, a Master’s of Business Administration in General Management from the Erasmus University, and has attended executive education in General and Risk Management at both the London Business School and Insead.

Zaina Ahmed-Karim

Zaina joined DIF on the 1st of September 2022 and, in her role as CFO, is responsible for finance and investor reporting. Her responsibilities also include tax, treasury, IT and operations. She was appointed as partner on the 1st October 2022. Previously, Zaina was Chief Financial Officer of Dasym (investment management boutique firm). Prior to that she was a senior partner at EY, where she worked in the audit practice for 25 years. She is a qualified chartered accountant and holds a Master’s degree in Business Economics and Accountancy. Both degrees were completed at the VU Amsterdam University, the Netherlands. She is a member of the Dutch Institute of Chartered Accountants.

Andrew Freeman

Andrew joined DIF in 2011 as a member of the origination team, focusing on transactions in the United Kingdom. He took over his current role managing exit processes in 2016 and, with it, the responsibility for leading, preparing and executing the exit of DIF investments. He has managed our UK office since 2018. Previously a member of the Infrastructure Team at PwC, Andrew advised on primary and secondary PPP transactions with a focus on fund setups and exits, listings and valuations. He holds a bachelor’s degree in Accountancy from the University of Portsmouth and is registered as a Chartered Accountant with the Institute of Chartered Accountants of Scotland.

Angela Roshier

Angela joined DIF in 2010 and oversees the value creation of all investments. She is also DIF’s Head of UK. Previously a member of 3i Plc and Actis’s Infrastructure teams, she offers more than 20 years’ experience in the field. Angela has contributed to the origination and asset management of a wide variety of infrastructure assets in the PPP, water, renewable energy and transport sectors in both Europe and emerging markets. She holds an MBA from London Business School and an MA from the University of Cambridge.

Caine Bouwmeester

Caine is Head of Renewable Energy based in London, where he oversees DIF’s renewable energy
activities globally. He joined DIF in 2020 to help expand the strategy and build out a dedicated renewable
energy specialist team. Caine was appointed to partner on the 1st of October 2023.

Caine is a renewable energy specialist with more than 16 years’ experience and a track record of
developing, acquiring and investing in green energy projects and companies around the world. Prior to DIF,
Caine was at Macquarie Capital and the Green Investment Group where he originated and executed
infrastructure and renewable energy investments globally, having worked in London, Johannesburg and
Toronto. Caine holds a bachelor’s degree in business and financial mathematics from Wilfrid Laurier
University and a Masters of Finance from INSEAD.

Fernando Moreno Gorostizaga

Fernando joined DIF in 2015 and is responsible for the origination, execution and asset management of investments in Spain. With 15 years’ experience at several leading Spanish infrastructure businesses, Fernando has been involved in a wide range of transactions in the transportation, healthcare and water sectors. Previous roles include Senior Investment Director at infrastructure developer Globalvia Inversiones, CFO at construction group Sacyr Concesiones, Head of International Structured Finance at concession company Itinere, and Head of Finance at construction company FCC. Fernando holds an EMBA from IESE Business School and a Bachelor of Business Administration from Universidad Complutense.

Kanan Joshi

Kanan joined DIF in 2021 and is based in New York. She is managing the New York office, is co-head for
the firm in North America and Global Head of Digital Infrastructure. Kanan was appointed to partner on the
1 st of October 2023.

Kanan is recognised within the infrastructure industry as an expert in telecoms, including data centres and
fibre. Prior to joining DIF, she worked at private investment firms Upper Bay and Digital Bridge, where she
was part of the teams leading data center investments. Prior experience also includes roles at JPMorgan
and Deutsche Bank advising companies across North America, LATAM and Asia and execution of high-
profile M&A and capital raising transactions. Kanan holds a bachelor’s degree in commerce from the
University of Mumbai and an MBA from the University of Chicago.

Marko Kremer

Marko joined DIF in 2008 as a member of the origination team and now is Head of Strategic Growth. From 2020 he was Head of North America where he covered the origination, execution and value enhancement of investments in both Canada and the United States. In 2015 Marko established our Sydney office and opened up the Australian market. Prior to DIF Marko was an Associate Director in the Leveraged Finance Team at ABN AMRO, responsible for originating, structuring and executing leveraged finance opportunities. Marko holds a Master’s degree in Management Engineering from the University of Twente and is a CFA and CAIA charter holder.

Thomas Vieillescazes

Thomas joined DIF in 2007 to launch our French operations. He manages the origination, execution, optimisation and exit of PPP and renewable energy transactions in France and Southern Europe. Previously working at the Ministry of Transport and Infrastructure of the French Government, Thomas was responsible for the budget and financing of the French public railway sector – including the development and financing of major French rail infrastructure projects. Thomas holds the equivalent of Master’s degrees in Physics and Economics from the French Ecole Polytechnique, where he graduated as Ingénieur des Ponts et Chaussées, in addition to a second Master’s degree from the Ecole Nationale des Ponts et Chaussées.
